Objective

Develop an impact report for all stakeholders to demonstrate the value of whitewater parks and inspire more communities to adopt similar models.

Background

The Idaho Surf Association’s mission is to advocate for river surfing and wave riding in Idaho while supporting fundraising for whitewater and river surfing features. They approached HMK Impact to create a comprehensive impact report on the Boise Whitewater Park. Their goal was to highlight the “10 Wins” they had identified—spanning environmental, community, and economic benefits—while packaging the findings into a compelling report that could both inform stakeholders and inspire replication in other communities.

Our Process

Our first priority was validation. We worked to corroborate each of the 10 Wins with credible evidence and expert perspectives. This included:

  • Interviews with municipal leaders, dam operators, engineers, biologists, and urban planners.

  • Surveys conducted within the community—gathering feedback from park users and nearby businesses to assess lived experience and economic influence.

From there, we refined the findings into a clear communication strategy. Rather than simply listing wins, we organized the outcomes into core pillars that demonstrated how the Boise Whitewater Park contributes to its community.

    We developed Five Pillars of Impact to capture the full scope of benefits a whitewater park delivers. Together, they form a clear, linear progression of how a park evolves over time — and how its value to the community grows with it.
